How can Outlook retrieve mail if not running?

My Outlook 2002 keeps telling me I have new mail even if it has not been
started. How can it do this?

Yes I have an ipAQ running Pocket Outlook 2002 and even if synching in
its cradle why would it bring up an Outlook 2002 desktop message that
mail had arrived. I have not noticed such a feature mentioned.
