How Can Rules Turn Off SysTray New Message Indicator

Rules move junk mail from InBox to Deleted Items but the system tray still shows
me that I have new mail. I go to read it and there is nothing in my InBox. Its
the SPAM that is now in my Deleted Items which I DON'T want to read. Outlook
has just broken my concentration for nothing.

you can't change it - you can try using a mark as read action in the rule if
Outlook supports it, but it usually doesn't remove the envelope.
