How can team member make "Act duration" less then planned duration

Resource can increase duration of task. Can he decrease it?

Yes. When the Remaining Work is greater than 0 hour for a task that was
completed early, the team member can decrease the Duration of the task by
setting the Remaining Work to 0 hours. Hope this helps.
