How can we submit the single timesheet to more than one timesheet

The resource X, who is working under two different projects which is, belongs
to two different project managers. In this case how can I set the timesheet
manager for this resource? Generally we can submit the Timesheet to single
timesheet manager. In this case the resource X should report both the
manager.

You can use the timesheet routing feature, so the timesheet is sent to each
PM/TS manager is series (ie the first one approves/rejects the time, then
passes it onto the next).
