For diagramming a workflow, yes. For automation of workflow you should be
considering something like Sharepoint.

What do you mean by automating? Visio can't have any interaction with
the outside world. If you mean animation then some interesting Visio
animations have been done, have a look on the VisioGuy forum for some
examples.
