How do change all my server-side rules to be client-side?

I created a bunch of rules to block spam and they were all made into
server side rules. For some reason I can only create 50 rules.
Anyway, I'd like to make them into client-side rules. Hopefully I'll
be able to create as many as I want.

You won't be able to create as many as you want. There is a limit on
client-side rules as well.
