How do I activate the Query Builder in Outlook 2007?

I've been trying to use the Query Builder in Outlook 2007 (as a compliment to
the Search function), but all fields are greyed out. Anyone know how to
activate it? (Preferably without installing Windows Desktop Search.)

That's not part of Outlook. Must be an addon or 3rd party tool like this:

Actually it is part of Outlook - hover over the double-arrow next to the
Search field in Outlook or go to
http://office.microsoft.com/en-us/outlook/HA012305851033.aspx

But unfortunately it does look like it is dependent upon Windows Desktop
Search being installed (via its association with Instant Search):
