How do I add a hot key for the custom animation "Add Effect" Menu

I'm trying to make a hot key that I can use so that the "Add Effect" Menu
from the Custom Animation dialog will pop up. The Tools Customize does not
let me edit the Custom Animation dialog. Any ideas?
