How do I add an email account in Outlook?

I currently use Outlook to send and receive email. In the add email account
screen, what do I enter for the POP/SMTP filelds?

Ask your ISP. Only they can tell you.

If Outlook is already working, why do you need to add an account, since,
clearly, one already exists.
