how do i add effects to a powerpoint picture?

i want to blur and sharpen a picture i have inserted into powerpoint 2003 i
think

Select the picture in PowerPoint, then right click, click "Format
Picture...".
In the box, you can adjust Brightness and Contrast to blur and sharpen
your pictures.
