How do I add Outlook express to Office tool bar

I have XP home and Office xp and would like to use Outlook Express instead
of Outlook as a tool bar button for NEW EMAIL. I had it set up that way on
the old 98SE and Office 97 computer, just can't remember what I did to get
it to work that way. HELP Please
