How do i adjust a background vertically

When i apply a background it leaves a blank space on the outside edges which
is fine. However, it leaves .25" on top and 0.5" on the bottom. I would
like it to be even. Any help would be appreciated.

This represents the nonprintable area of your printer. If you want it
uniform, you'll have to format the background to a size that allows 0.5" on
all sides.

Ive been looking for the options to format a background and have come up empty.
I am using a textured fill effect for a background. Is the problem in my
word settings or in a printer settings?

Unless you're using Word 2003 you won't be able to print the background
anyway. If you create the background as a "watermark," you can edit and size
it as you would any other graphic.
