How do I bring a bubble forward in a bubble chart?

[Confused PP User]

I am working on a bubble chart that has two data points with the same
coordinates. I wan to bring the smaller bubble forward so that you can see
both data points. Currently, the larger bubble is forward and it covers up
the smaller bubble.
