How do I change an unclickable line in Word?

I have a Word document that is set up with multiple text/picture boxes along
the left side and text along the right side, however it is not set up as
columns. Between these is a line. I cannot click the line (it's not a
border, or a column line, or a separate drawing, or any part of the page set
up or formatting that I can see). I need to change the colour of the line.
Please help, I'm stumped!

Note that this document has been copied and pasted and generally abused by
multiple people for a long time.

It's possible that the line is a drawing object anchored in the header or
footer.

Click View > Header and then try to select the line.
