I don't do anything in web pages, but I think that web designers can specify any
color they want for those scroll bars.
And if you open NotePad, you see white scrollbars (with enough text in that
window)???
Maybe newer versions of windows allow you to change this setting.
You'll want to post the version of windows you're using to get any real help.
But in win98, I could get to the Display settings via:
Windows Start Button
Settings|control panel|Display Applet|Appearance tab
In the Item box, I could choose scrollbars. But in win98, all I could was
change the width.
And a warning. In early versions of windows, there isn't an undo option when
you modify these settings (or even a reset to defaults!).
When I'm screwing around in there, the first thing I'll do is find the scheme I
want to start with (usually "Windows standard") and save it as new
scheme--myStandard (or any name you like).
Then modify that scheme. If/when I screw it up really bad, I just delete that
scheme, get another copy of the windows standard, save as myStandard (again).
Be careful.
