How do i change default displayed language in templates?

Version: 2008
Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I need to make templates in different languages. How do I change the default language from Danish to English in the textboxes? E.G. 'click to insert text/headlines/object' that displays in boxes BEFORE the user starts doing anything?
And how come the text in those boxes is English in the master layouts, but Danish when viewed in Normal?
I have a Danish version, and thought the language changed if opened in an English PP, but that is not the case.
