How do I change normal.dot for entire organization?

I have 150 users that I need to change the default font in Word 2k3. Aside
from creating a new normal.dot with the correct font installed and then
copying it to

\Documents and Settings\Username\Application Data\Microsoft\Templates
directory, is there a way to change the font for the entire organization?

Why? This is not something you need to do. Certainly don't even think of
sharing normal.dot!
If the users are on a network, simply point them all to the same workgroup
folder on the server and provide document templates containing the styles
(including fonts) that you require to prepare those company documents. Then
you need only maintain one set of templates and the default font is
irrelevant.
