How do I change stationery background?

When I change the background of a selected stationery in Tools>Options>Mail
Format>Stationery Picker>Edit in Outlook 2003, I can't get the change to
stay. When I re-open the dialog box, the change is not reflected, nor does it
show in new messages I compose. What am I doing wrong?
