How do I change the background color on a template?

I'm a newbie with Front Page 2002,
I'm using a Web Site Template - Personal Web
I want to change the background color.
Help tells me to:
1.. In Page view, open the page to which you want to apply a background
and color.
2.. Right-click the page, and then click Page Properties on the shortcut
menu.
3.. Click the Background tab.
4.. Select the Get background information from another page check box.
5.. Click Browse.
6.. Select the page that contains the background and colors you want to
use.
Problem is there is no Background tab.
I've clicked soo many times and locations.
I've read the insturctions over and over, what's wrong?
Is it because I'm using a template?

If it works the same as in FP2003, you click on Format on the main menu,
then select Background. A submenu wiith available colors will appear and
you just choose what color you would like to use. Your color choice will
automatically fill in the background.
