I need to change the backgrounds for a number of presentations for a
conference to a standard background I've created in template form. How do I
do this without cutting and pasting everything?

It really depends on how the original slides were created. If the source of the
backgrounds is another template, you'll just need to apply your new template.
Otherwise, if each slide had an image inserted as a background, you'll need to
delete each of them.

To test this, open your new template and be sure that you are in View > Normal.
Now go to Insert > Slides from Files and select all of the slides of one of the
presentations. If your version of PowerPoint (2002 or 2003) has an option to
"Keep source formatting", be sure that it is unchecked. Now you can save the
presentation to a new name. If the background hasn't changed, you'll need to
remove the background image from each slide in View > Normal.
