Excel 2000?

My decimals are now a comma (,) instead of a dot (.) & vice-versa.

Not an Excel setting, but Windows Control Panel Regional Options

Although you can override within Excel by going
Tools>Options>International tab and unchecking "Use System Separators"
and set your own Decimal and Thousands separators.
