How do i change the colour of my scroll bar in FP2003?

Ive got a inline frame within a black background and want to change the
scrollbar colour to suit. i know it can be done but dont know if FP will help
me or not. Also is there anywhere on the net that will tell me the differnet
parts of the scrollbar relative to the html that determines there colours?..
