I'm using Artic theme in Frntpage 2003 and one of the hyperlink tabs has text
that doesn't fit. Can I set it to wrap text? Or is there a way to edit just
one of the tabs to make the text smaller?

In answer to your two questions: no and no.

Try to abbreviate to stay within the limit allowed. If
you don't want to do that you will either have to resort
to text links or cretae your own buttons using a graphics
program such as Photoshop Elements.
