How do I change the pixels (width& Height) and the kilobites

I want to submit my picture and the requirements are precise. How do I change
pixels and kilobites. When I tried to change the pixels for the height to
1600 after I saved it it read 1119 pixels. I can't find where to change to
Kilobites.
