How do I change the Read-Only notebook status

I have a new laptop. Upon uploading my notebooks, and openning, all are in
read-only status. Where do I change permissions?

1. Where did your notebooks come from ?
USB-Flash drive, CD, file share ....
File system NTFS ?

2. Where are they located now ?
locally on your laptop, on a file share, on a Sharepoint server ?
