How do I change the worksheet or workbook direction

I have an associate running Office 2007. The issue is that anytime they start
a new worksheet or workbook, the columns run Z-A instead of the standard A-Z.
I have tried everything that I can to correct it but with no luck. The
previous owner of the system was Arabic and had changed many settings to
reflect his language. I have reinstalled the Office software and I tried
everything I know. Now I need someone else's help as I am completely stumped!

Check your langaugae settings in excel through Excel options - Popular -
Language settings. Set primary editing language as the one you want. Close
excel and restart again. If this does not work then check regional and
language options in control panel of your operating system (May be you will
have to restart the machine and check again)

Thank you for your response. I have already tried these avenues to no
prevail. The regional and language setting are set to English and the Office
editing language is English with no others added. This is the reason I am so
confused. I changed all of that and it did change the Office language back to
English but did not change the worksheet direction.
