How do I change the wrapping style of a picture in a textbox?

For some reason when I insert a picture into a textbox, I cannot seem to
change the Wrapoing Style of it, once I click Format Picture -> Layout
(wrapping style) the options (Square, tight, behind/infront of text...etc)
are unavilable, I cannot click on any of them. Therefore, I cannot move it
and place it where I need it to be. If anyone knows what the problem is.. and
how to fix it..can you help me?. that would be great ^^"'

Everything *inside* a text box must be "inline with text", but
the text box itself can be formatted with one of the other
wrapping styles and dragged to the desired position.
