How do I check that proxy setting are correct?

Need help. I built a website using FrontPage 2003. I got it up on the local &
remote site, but all the files are in "conflict" status. When I try to change
anything on any pages, it won't allow changes.

I get a pop-up box that reads:

could not find a web server at 'captivecornsnakes.com' on port 21. Please
check to make sure that the web server name is valid and you proxy settings
are set correctly. If you are sure that everything is correct, the web server
may be temporarily out of service.

I'm not very computer knowledgeable, but I'm pretty sure the web server is
in service and the name is valid. I'm not sure about the proxy settings or
what they are.

Any help would be appreciated on these problems.

Are you publishing or editing when you get the error message?
When entering the site address, are you using a fully qualified name such as
ftp://captivecornsnakes.com or just
captivecornsnakes.com? You must use the fully qualified version.

If you are editing, the failure is because you are using FTP - FrontPage
cannot open an FTP site for editing.

Proxy settings can be found in Internet explorer:
Tools->Internet Options, look on the Connections tab. In general, FrontPage
does not work well if any proxies are used - but there are exceptions.

The conflict status could be because you are using FTP, and the server is in
a different time zone to your PC, or the time difference between server's
system clock and your PC's system clock has changed by 1 second. Try
changing the FTP settings in the Publish tab of the remote site properties
