How do I combine 2 pictures to make 1 picture?

By using Microsoft Office Picture Manager, I wanted to combine two pictures
to make one whole.
How do I do that?

I am not a big user of picture manager and I don't have the current
version, but frankly I doubt if it has that capability. I use Photoshop
Elements myself.

Not going to happen in Microsoft Office Picture Manager, you need an
image editor, at a minimum you could do it in MS Paint, otherwise you
will need to go third party software.

Not directly, but assuming you have PowerPoint, this may do what you need:

Insert both pictures onto a new blank slide (Insert, Picture, From File).
Size and position them as needed.
Select both, then press Ctrl+C to copy.

Switch to Picture Manager and choose Edit, Paste.
