How do I compress a picture file?

I have a photo that is 850KB and I want to upload it to a website that will
only take files that are >100KB. How do I compress it while it's still in
file form (ie not in Word or Publisher...)?

You can download the Microsoft Power Toy which places resizing
as an option available under right-click on the file name.
