How do I compress more than MS Office Picture Manager defaults?

I'd like to edit this picture/artwork for use as a message board avatar.
However, its current size is 2.80 KB and the site won't let me upload it.
THe limits are Max. filesize: 30Kb / Max. size: 100x100 pixels. The pixels I
already adjusted, but apparently I need to compress a bit more.

Anyone?

Microsoft has a lot of avatars on their clipart web site. It might be better to
use one already small.

Icons will work as avatars too.
