How do I configure Project Server 2007 to allow project managers to
open their own projects Read/Write, but to open everyone else's
projects Read-Only?

Hi Marco, I find the best way to do this is to create a new category called
something like "PMS - see all projects", and check to view all current and
future projects. Then open up the PM group, and assign the new category, and
then click Allow the Open Project category permission (and nothing else).

This is easily accomplished by slightly modifying the My Organization
category in the Project Managers group. Althoug the following FAQ refers
specifically to Project Server 2003, I think you can figure it out for 2007:
