how do I control the default font size in Visio?

Visio does not have a 'default font size', or even a default Font, across
the application. English language versions of Visio include templates
which are pre-set to Arial font, while localized language versions have
appropriate fonts for the target language. There is no single place where
you can affect the font used for all new drawings.

Depending on whether you use Visio 2003 or Visio 2007, you have some
options on updating fonts in your drawings.

VISIO 2003
-------------------
In Visio 2003, you can define Styles and apply them in your drawings.
Check out the great help topics on 2003 to learn more about how this works.
The key to remember, however, is that all Styles live in the
drawing/template that they are defined within. So if you create drawing A
and define style Astyle, then create a new drawing B - it will not contain
Astyle.

The good news is that you can copy the styles - but only by copying an
object which has the definition applied. So if you applied Astyle to a
rectangle in drawing A, and then copied the rectangle to drawing B, the
style would be added to the second drawing.

The biggest caveat here is that Styles are pre-defined for a variety of the
drawing templates, and you should be careful overriding those styles with
your own, as the impact may not be what you expect. Copy things and try
them out before committing your drawing.

VISIO 2007
-------------------
Visio 2007 still supports styles, so that your 2003 drawings will open and
behave well in 2007. However, we introduced Themes in 2007, and would
encourage users to utilize that method instead, and we hid the menu items
for Styles in the Developer Mode (which can be selected using Tools >
Options). Themes include colors and line styles, rounding of corners,
fonts, etc.

Theme Effects include a variety of style effects, such as shadow and line
styles, and allow you to apply the effects to all objects in a page very
quickly. Additionally, you can exempt shapes from accepting Themes if you
desire. Also, after applying themes to a page, you can selectively Remove
them.

For help - there is a nice topic on Office Online around 2007 Themes :

I realize that's a lot of info to answer what sounded like a simple
question. Hope it all helps!
