How do I convert a flow chart in jpg format to Visio?

If you are able to save your chart as a PostScript or PDF file, for example
using print to file option, you could use pdf2image/pdfFLY to convert it to
JPEG

My apologies, I indeed thaught the question was the other way, from Visio
to JPEG.

From JPEG to Visio maybe a raster-to-vector tool could help.
