How do I convert Plain tex messages to HTML

I posted in another NG that I have two friends whose email I can't read,
and I can't see the attachments. I was told in the Vista Mail NG to post
here, so I hope this is OK. I can see the email in Windows Mail, but not in
Outlook 2003. I'm using Vista. Next to the header it says Plain Text when
I'm in Outlook 2003. Any help is appreciated...Peter

Does the message look normal in other respects, but that only the
attachments are missing, or do you see MIME encoding headers and data within
the message body?
