How do I convert TIFF files to JPEG?

I would like to convert TIFF files to JPEG. I open the document in MS
Picture Manager, but when I go to File then Save As, JPEG is not one of the
options of file types to save as.

Open the TIFF in Paint (which comes with Windows) and save as JPEG.
