How do I creat a frame around my slide?

Go to:
Print>>>then at the bottom of the window check the "frame slide" box.

When printing or presenting?

If presenting, you could just draw a box just smalle than the size of the
slide, make sure it sits at the edge of the slide, and give it a line color
and no fill.

If printing, just use File|Print and choose "frame slides."
