I'm trying to create a small booklet to hand out to guests to a wedding of a
friend of mine. I wanted each page of the booklet to be 1/4 of a regular 8
1/2 by 11 page. I also wanted to put some borders. I'm sure there is a very
easy way to do this, I just can't seem to find it. Under page setup it only
allows me to do 2 pages per sheet. I want that option to be 4 pages per
sheet.

There are several ways of doing this, but given that it's for a wedding and
it isn't going to be a long document, I would suggest either: (a) doing
everything on a normal page and then set your Printer Driver to print 4
sheets to a page (as opposed to setting anything in Word.) That way all of
your page formatting (like borders or whatever) can be done as per normal.
Remember when doing this that once you print 4 per page, everything's going
to shrink, so make sure you use adequately thick borders and big fonts. (b)
If your Printer Driver does not allow this, or if this does not give you the
flexibility you need, then try creating a 4 celled table with fixed column
widths and heights to take up the full page of an 8.5x11" sheet (with the
smallest page borders you can get) and then treat each of the four cells as
if it's a page. If you want each page to have a border, then set your table
border to None and nest a single-celled table in each cell and apply whatever
borders you want to the nested tables.
