The ways that I've used are:
Create a folder on the server of your website, i.e., downloads
Upload your ravioli.pdf file into the downloads folder.
On your Publisher file webpage create either a phrase, Nonna's Ravioli. or
button image file of your choice.
With the mouse, highlight Nonna's Ravioli select Insert Hyperlink; type
/downloads/ravioli.pdf
Save as a website or Publish as a website depending your version of
Publisher and upload the new files.
That should be it.
Note: I didn't know the name of your file so I named it ravioli. <G>
