how do I create a distribution list, keeping the names private

I am trying to create distribution lists keeping the names of the recipients
(and their emails) private. How do I do that?

That is not a function of a DL.
It is a function of how you send the message.
Put the addresses in the BCC (Blind Carbon Copy) field of the mail header.
If that field doesn't show while you're composing a E-mail go to the View
menu and select 'BCC Field'.
