How do I create a new theme?

MIS Assistant

We are using Outlook, and using Microsoft Office to edit new email messages.
We need a default message at the top of most emails. Themes seem like the
best solution, however I cannot find out how to build a custom theme.
Perhaps I need Front Page?

You can also get tricky with the signature block having lots of white
space in it for your 'body' and forcing a sig onto replies and
forwards etc.
