How Do I Create A Password?

I'm a 12 year old kid wishing to know how to create a webpage for my school in the form of an online magazine. I need to know how to set up a password protection system because without it the school policy disallows me to share any information on the school which is what the URL is suppsed to be about
Also can you tell me how to add a seperate page into my navigation system
The program I am using is FrontPage2003.
