how do i create a pop up comment sheet?

hi
how do i create a pop up yellow sticker that tell me the sort of information
required for this cell.
this isnt the normal comment tag
as it only appears when you click the empty cell

Choose Data>Validation, and select the Input Message tab. Type a Title
and the message that you want to appear.
