how do I create a section with twist tab in outlook, or word?

I need to create a text section in Outlook (or Word) with a title that is
blue, underlined, and with a twist tab to show text under it. In Lotuse
Notes, you highlighted your text lines, clicked instert section, and it
grouped the info together with the highlighted title being the first line,
then additional lines hidden under it until you clicked the title to show the
rest of the text.
