How do I create a stationary with a sidebar and a header image?

I'm working on a project for a co-worker and I'm having problems getting a
functional stationary with both a sidebar background and a header image. I
know it's possible, as Outlook comes with such stationary, but is it
impossible for a user to duplicate this result?
