how do I create a visible background with different pages in visio

I want to be able to layer my shapes from the first page over a background on
the 2nd page and be able to see them both.

Go to Insert > Page and set it to be a background page. The switch back to
your first page and choose File > Page Setup > Page Properties to change the
background page to be the one you just added.

The key thing is that any page, including background pages, can have a
background page.

So create a foreground page that has a background page which has a
background page.
