how do I create background music on a website

I know how to add music to a page. Or I think I do. In Frontpage, I open a
webpage and choose page properties. I add my music and presto. But...once I
upload it and go to the website, it has to download the music (all 37mb).
Now, I've been to websites that didn't require backgound music to be
downloaded in it's entirety.

How do I plug my music in without being necessary to download such a large
file once visiting the website.

Use a smaller sound file...much smaller.

Most people would like to see that sound file at 0 (IOW...most people hate bg music) :)

MP3 Format
Select the correct bitrate here's how you decide:

bitrate what happens

Greater than 56Kbps Not recommended. This bitrate is too high and will cause skipping in your
broadcast.
56 Kbps High quality, but only listeners with high bandwidth can enjoy.
32 Kbps Medium quality, and listeners with 56K connection and higher can listen.
24 Kbps Lowest quality (similar to AM radio), but everyone with 28.8K connection or higher can
enjoy.
