How do I create my own design sets in Publisher?

I have a coporate template that I would like to use as a Publication Design.
I'm importing a lot of Word documents and Master Pages are not global. Is
there anyway to create your own design and save it globally (like you can
color schemes) for when you can't use a pre-designed Set?

Thats fine is you want to use existing publisher templates, but what if you
want to create your own unique template??
