How can I create a Victorian-looking gift certificate (with eyelet or lace
borders, etc.)?

I suppose that would depend on what program you're using, but I seriously
doubt if you can do that in OneNote which is the subject of this newsgroup.
I suggest, if you're using a Microsoft program in your endeavors, to post to
the appropriate newsgroup.
