How do I cut out a section of one layer to reveal the layer benea.

I want to remove a section of one layer to reveal the same shape section of a
layer beneath. EX: Layer 1 = Circular Photo, Layer 2 = Red Square, Layer 3
= Blue Square; Remove Circular Area from Blue Layer & Red Layer to Reveal

Is this for a web page? Have you considered an animated gif? Easy to construct.
